While digital payments surged in popularity, the cash crunch left rural and underserved areas struggling, exposing gaps in the financial ecosystem.

The CBN’s new directive aims to fix these challenges. Banks will undergo random inspections to ensure compliance, and customers are encouraged to report cash shortages via dedicated state channels. "We are enforcing penalties to drive accountability and improve service delivery," Governor Cardoso emphasized.
