The Nigerian Communications Commission (NCC) has rolled out a nationwide Device Management System (NCC-DMS) to regulate and track all mobile phones connected to Nigeria’s communication networks.
According to emerging reports, the system is part of the NCC's new "Type Approval Business Rule 2024," which requires Mobile Network Operators (MNOs), including GLO, MTN, and Airtel, to integrate their networks with the DMS platform.
The system aims to improve device management, enhance security, and ensure compliance with regulatory standards. Acting as a Central Equipment Identity Register (CEIR), the DMS will record all mobile devices' International Mobile Equipment Identity (IMEI) and cross-reference them with global IMEI databases. Unregistered devices will be blacklisted, making them inoperable within Nigeria.
The NCC-DMS is a strategic effort to combat mobile phone theft, deter the use of unauthorized devices, and track stolen phones by blacklisting their IMEIs. This move is expected to reduce phone-related crimes, as stolen devices will lose their value.
Additionally, the system will enforce uniform standards for device registration across all network providers and require device suppliers to register type-approved devices. Individuals will also need to register their devices, though there will be a limit on the number of devices allowed per person. A registration fee will apply for each device, adding to existing type-approval costs.
Initially proposed in 2021, the NCC-DMS is expected to improve national security, protect consumer interests, and generate government revenue through the registration process.
